The "Red Tourism Promotes Soul-Casting and Talent-Nurturing Action Plan (2023-2025)" has recently been jointly issued by the Ministry of Culture and Tourism, the Ministry of Education, the Central Committee of the Communist Youth League, the All-China Women's Federation, and the China Concerned Generation Working Committee. This plan, hereinafter referred to as "The Action Plan," aims to earnestly implement the spirit of the 20th National Congress of the Communist Party of China and President Xi Jinping's important remarks, comprehensively promote the 'Soul-Casting Project for New Era Individuals,' and educate and guide young people to deeply cultivate their love for the party, country, and socialism.
The Action Plan adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implements the CPC Central Committee's deployment and decisions about strengthening ideological and political education for young people, and fulfills the fundamental task of cultivating virtue and nurturing talent. With the theme of "Utilizing Red Resources to Cultivate New Era Individuals," it fully leverages the positive role of red tourism in red education, upholds scientific educational concepts, establishes and improves a regular working mechanism for red tourism education, promotes young people to voluntarily practice the core socialist values, continuously strengthens their faith, belief, and confidence in always following the party, and strives to become new era individuals who shoulder the great mission of national rejuvenation.
The Action Plan is based on the principles of soul-casting and talent-nurturing, coordinated linkage, and adherence to innovation. It proposes four main areas with a total of ten primary tasks. In the aspect of "Implementing Red Cultural Course Construction," it suggests developing high-quality red study-travel courses and promoting the organic integration of red culture with daily teaching. Under the category of "Conducting a Series of Propaganda Activities," it advocates organizing professional propagandists to tell red stories, encouraging young people to narrate red stories, and inviting representatives of advanced models to share red stories. For "Holding Red Tourism Brand Events," it plans to organize national competitions for red story narrators and national university students' red tourism creative planning contests. In terms of "Enhancing Red Educational Service Levels," it aims to optimize the supply of red tourism products, improve red tourism service levels, and refine the mechanisms for red study-practice teaching.
Furthermore, The Action Plan clarifies its main objectives: by 2025, the working mechanism for promoting soul-casting and talent-nurturing through red tourism will be more complete, the educational function of red tourism will be more prominent, red culture will effectively integrate into the ideological and political education work for young people, and the ideological and political qualities and overall development level of young people will significantly improve. It fully mobilizes the enthusiasm of various regions, adapting measures to local conditions and guiding according to circumstances, striving to create within three years hundreds of excellent red study-travel courses for young people nationwide, launch thousands of red tourism study-travel routes, conduct tens of thousands of red tourism propaganda activities, and cover hundreds of millions of teachers and students from primary to higher education institutions.
